Department of Justice · DOJ State Summary Criminal History

The California Department of Justice [DOJ] is mandated to maintain the statewide criminal record repository for the State of California. In this capacity, sheriff, police and probation departments, district attorney offices, and courts submit arrest and corresponding disposition information. The DOJ uses this information to compile records of arrest and prosecution, known as “RAP sheets,” for individuals and disseminates the information for law enforcement and regulatory (employment and licensing) purposes. RAP sheets are based upon fingerprint submissions, and therefore positively identified biometrically; a process by which a person’s unique identity is confirmed.

FBI Criminal Records Electronically Request Your Own!

An FBI-approved Channeler is a private business that has contracted with the FBI to submit your request on your behalf. FBI-approved Channelers receive the fingerprint submission and relevant data, collect the associated fee(s), electronically forward the fingerprint submission with the necessary information to the FBI for a national Identity History Summary check, and receive the electronic summary check result for dissemination to the individual. An FBI-approved Channeler simply helps expedite the delivery of Identity History Summary information on behalf of the FBI.

Notary Public & Apostille

The Secretary of State is responsible for overseeing notary commissions within the State, as well as authenticating the signatures of California public officials and notaries public. The Secretary of State grants four-year notary public commissions to qualified persons, approves notary public education courses, authorizes notary seal manufacturers, investigates violations of notary public law and takes disciplinary action, and issues apostilles.

For a fee, the FBI can provide individuals with an Identity History Summary—often referred to as a criminal history record or a “rap sheet”—listing certain information taken from fingerprint submissions kept by the FBI and related to arrests and, in some instances, federal employment, naturalization, or military service.

Identity History Summary Checks

If the fingerprint submissions are related to an arrest, the Identity History Summary includes the name of the agency that submitted the fingerprints to the FBI, the date of the arrest, the arrest charge, and the disposition of the arrest, if known. All arrest information included in an Identity History Summary is obtained from fingerprint submissions, disposition reports, and other information submitted by authorized criminal justice agencies.

The U.S. Department of Justice Order 556-73, also known as Departmental Order, establishes rules and regulations for you to obtain a copy of your Identity History Summary for review or proof that one does not exist.

REQUIREMENTS FOR MANUFACTURED

The manufacturer shall include on the notary public seal all the required elements as provided for in Government Code Section 8207 as follows: The seal may be circular not over two inches in diameter, or may be rectangular not more than one inch in width by two and one-half inches in length, with a serrated or milled edged border, as shown above:

  • The name of the notary public;
  • The State Seal;
  • The words “Notary Public”;
  • The filing county shown on the certificate of authorization;
  • The notary public commission expiration date;
  • The notary public commission number;
  • The manufacturer identification number.

Passport Photos


Resolution, Print Size, and Quality

  • Submit a high resolution photo that is not blurry, grainy, or pixelated.
  • The correct size of a passport photo is:
    • 2 x 2 inches (51 x 51 mm)
    • Head must be between 1 -1 3/8 inches (25 – 35 mm) from the bottom of the chin to the top of the head
  • Printed on matte or glossy photo quality paper
  • Do not digitally change the photo
  • You cannot submit a damaged photo with holes, creases, or smudges.

Frequently Asked Questions

Can I smile in my passport Photo?

Yes, but it must be a natural, unexaggerated smile. Both your eyes must be open.

Can I wear glasses, sunglasses, or tinted glasses in my passport photo?

No, take them off for your passport photo.

If you cannot remove your glasses for medical reasons, you must submit a signed statement from your doctor with your passport application.
